Sovereign Decree Determining the Flags of Kaharagia, Their Legal Status, Specifications, Precedence, and Lawful Use

Decree confirming the Saint Michael’s Cross Flag as the National Flag of Kaharagia, establishing a Civil Flag and a State Flag, designating the historic black and gold flag as the Cultural Flag of Kaharagia, creating a red and gold banner as the Banner of the Royal House, and determining the legal status, specifications, precedence, and lawful use of all flags of the Principality, together with binding annexes forming an integral part of this Decree.

Article I — National Flag of Kaharagia

1. The flag known as the Saint Michael’s Cross Flag is hereby confirmed and established as the National Flag of Kaharagia.

2. The National Flag shall be the primary flag of the Principality and shall represent Kaharagia as a whole.

3. The National Flag may be flown, displayed, and reproduced by any natural or juridical person, without licence or restriction, provided that such use is not misleading as to official authority.

4. No flag of Kaharagia, other than the Standard of the Sovereign, shall be flown higher than, take precedence over, or be placed in a position superior to the National Flag.

5. The authoritative visual representation of the National Flag is set forth in Annex A, Plate A, which forms an integral part of this Decree.

Article II — Specifications of the National Flag

1. The standard ratio of the National Flag shall be 2:3, being the ratio of height to length.

2. The design, colours, and proportions of the National Flag shall conform to the authoritative plate contained in Annex A and the technical specifications contained in Annex B.

3. The arms of the cross shall extend to the edges of the flag and shall be of equal width.

4. The width of each arm of the cross shall be one-fifth of the height of the flag, as specified in Annex B.

5. Notwithstanding paragraph 1 of this Article, the manufacture and use of the National Flag in authorised alternate ratios, including but not limited to 3:5 or 1:2, is expressly permitted in accordance with Annex B, provided the design remains faithful to the authorised pattern.

Article III — Civil Flag of Kaharagia

1. A Civil Flag of Kaharagia is hereby established.

2. The Civil Flag shall be of a design distinct from the National Flag and shall be used by private persons, associations, commercial entities, and civilian vessels where distinction from the National Flag is customary or desirable.

3. The Civil Flag shall not bear the Coat of Arms, crown, or other sovereign insignia.

4. The authoritative visual representation of the Civil Flag is set forth in Annex A, Plate B, which forms an integral part of this Decree.

Article IV — State Flag of Kaharagia

1. A State Flag of Kaharagia is hereby established.

2. The State Flag shall consist of the Civil Flag charged with the abridged Coat of Arms of Kaharagia, being the shield surmounted by the Royal Crown only.

3. The State Flag is authorised for use by Government ministries, agencies, courts, and officials acting in an official capacity.

4. The State Flag shall not include supporters, orders, collars, mantling, banners, or other personal or dynastic insignia.

5. The authoritative visual representation of the State Flag is set forth in Annex A, Plate C, which forms an integral part of this Decree.

Article V — Specifications of the Civil and State Flags

1. The standard ratio of the Civil Flag and the State Flag shall be 2:3.

2. Authorised alternate ratios, including but not limited to 3:5 or 1:2, are permitted in accordance with Annex B where required by custom, location, or manufacture.

3. The placement, scale, and proportions of the shield and crown on the State Flag shall conform to the technical specifications contained in Annex B.

Article VI — Cultural Flag of Kaharagia

1. The historic Black and Gold Flag is hereby designated as the Cultural Flag of Kaharagia.

2. The Cultural Flag carries no governmental or sovereign authority and shall not be used in official, diplomatic, or governmental contexts.

3. The authoritative visual representation of the Cultural Flag is set forth in Annex A, Plate D, which forms an integral part of this Decree.

Article VII — Banner of the Royal House of Kaharagia

1. A Red and Gold Flag is hereby established as the Banner of the Royal House of Kaharagia.

2. The Banner of the Royal House shall not be used by state institutions or in a governmental capacity.

3. The authoritative visual representation of the Banner of the Royal House is set forth in Annex A, Plate E, which forms an integral part of this Decree.

Article VIII — Precedence of Flags

1. The order of precedence among the flags of Kaharagia shall be determined in accordance with Annex C.

2. Except for the Standard of the Sovereign, no flag shall be flown higher than, placed above, or given precedence over the National Flag under any circumstances.

Article IX — Authority, Interpretation, and Annexes

1. Annexes A, B, and C form an integral and binding part of this Decree.

2. The authoritative designs, colours, proportions, and technical specifications of all flags established or confirmed by this Decree shall be those set forth in the annexes.

3. In the event of ambiguity, conflict, or dispute concerning interpretation or application, the determination of the Sovereign shall be final.

Article X — Enactment and Publication

1. This Decree shall take effect immediately upon Our Signature.

2. It shall be entered into the Royal Kaharagian Gazette and published accordingly.
