Prohibits feline declawing (onychectomy and tendonectomy) save for strictly therapeutic necessity certified by a veterinary surgeon; creates offences for performing, procuring, or advertising the procedure; establishes penalties including fines and, where applicable, suspension or revocation of professional licences; directs the competent authority to issue guidance and enforce compliance, effective upon promulgation.
