Requires the exclusive use of certified biodegradable/compostable drinking straws and prohibits the manufacture, sale, and distribution of single-use plastic straws within the Principality; provides limited exemptions for medical and disability needs; directs inspection and enforcement, establishes penalties for non-compliance, and orders public guidance and a short implementation period, effective upon promulgation.
