Confers Lichtenberger nationality and citizenship upon Saravanan Kandhalu, a native of India, in recognition of his loyalty, moral conduct, and adherence to the principles of service and virtue upheld by the Principality. Admission is conferred by special decree under the Sovereign’s authority, effective upon the Oath of Allegiance and registration in the State Register of Nationals. Declares him a citizen of Lichtenberg, vested with all rights, privileges, and obligations.
