Confers Lichtenberger nationality and citizenship to Ralph Leslie Phillips, a native of the United Kingdom and resident of Israel, in recognition of his loyalty, moral integrity, and goodwill toward the Principality. Admission is conferred by special Conferral, taking effect upon administration of the Oath of Allegiance and entry in the Register of Nationals. Declares him a full citizen of Lichtenberg with all attendant rights and civic obligations.
