Appoints Jack Eugene Lupro to the rank and dignity of Knight Grand Cross in the Princely Order of the Eagle in recognition of his distinguished merit, steadfast loyalty, and service to the Sovereign and to the Principality. Confers upon him the insignia and style proper to the grade, establishes his precedence within the Order, and directs that his name be entered in the Roll of the Order. Authorises investiture by or in the name of the Sovereign.
