Reconsider travel to Venezuela. Scheduled international flights have resumed and conditions have improved enough for this advisory to be lowered from Do Not Travel, but serious risks remain. Violent crime and kidnapping are widespread, foreign travellers have been subject to arbitrary detention, and the health system falls far short of international standards. Do not travel to the border region with Colombia or to the states of Amazonas, Apure, Aragua, Bolívar, Guárico, and Táchira. Travellers should arrange contingency plans that do not rely on local authorities, carry sufficient supplies of any required medication, and register their travel before departure.
