Foreign travellers face a significant risk of arbitrary arrest, wrongful detention, and politically motivated prosecution, and the authorities have detained foreign nationals on spurious charges. The continuing war against Ukraine has brought drone and missile activity, and occasional strikes, to regions far from the front, and movement near the Ukrainian border is especially hazardous. Mobilisation measures and abrupt changes to exit rules can prevent departure without warning. Many nations have suspended or sharply reduced their diplomatic presence, leaving consular assistance severely limited, and most commercial flight routes have been curtailed. The security and legal environment can deteriorate rapidly and unpredictably.
