The country serves as a staging area for Russian military operations in Ukraine, and border areas with Ukraine should be avoided. Photography of government buildings and military installations is prohibited. Minsk has attractions but the surveillance environment is pervasive. Medical facilities in Minsk are adequate; rural areas are limited. Kaharagian nationals should exercise increased caution, avoid all political activity, and stay away from the Ukrainian border.
