WHEREAS it is the solemn and principled policy of the Principality of Kaharagia to uphold the inalienable rights of peoples to self-determination, sovereignty, and nationhood;

HAVING REGARD TO the historical, cultural, and national aspirations of the Palestinian people, and their continued efforts to exercise sovereign authority over their homeland;

RECOGNISING that the State of Palestine has declared its independence, maintains defined territorial claims, possesses a permanent population, and exercises de facto governance through established institutions;

ACKNOWLEDGING that Jerusalem is proclaimed as the capital of the State of Palestine, while present administrative functions are, by necessity, conducted in Ramallah due to prevailing circumstances;

Now, THEREFORE, in Our Sovereign capacity, by the authority vested in Us, do hereby decree and proclaim as follows:

Article I: Recognition of Statehood

1. The Principality of Kaharagia hereby recognises the State of Palestine as a sovereign and independent State, in accordance with its declared territorial claims and national boundaries.

2. The capital of the State of Palestine is recognised as Jerusalem, in accordance with the Palestinian declaration of statehood. However, given current realities, it is acknowledged that the State’s de facto seat of government is located in Ramallah.

Article II: Diplomatic Standing

1. The Principality of Kaharagia shall henceforth regard the State of Palestine as a full subject of international law, with the rights and obligations appertaining to sovereign States.

2. The Office of Foreign Affairs is hereby instructed to initiate and maintain diplomatic relations with the State of Palestine and to pursue the establishment of appropriate formal or informal channels for bilateral cooperation

Article III: Implementation

1. This decree shall take immediate effect upon its promulgation.

2. All authorities of the Principality shall be guided by this recognition in all matters of international documentation, representation, and correspondence.
