WHEREAS it is the enduring policy of the Principality of Kaharagia to uphold the dignity and rights of peoples and nations who assert their sovereignty in accordance with the principles of self-determination and legitimate governance;
HAVING REGARD TO the right of all peoples to freely determine their political status and to pursue their economic, social, and cultural development;
CONSIDERING that the entities hereinafter named have established functioning institutions of governance, administer defined territories, and maintain permanent populations, and have expressed the clear and sustained will to exist as sovereign and independent States;
Now, THEREFORE, in Our Sovereign capacity, by the authority vested in Us, do hereby decree and proclaim as follows:
Article I: Recognition of Sovereignty
1. The Principality of Kaharagia hereby recognises, fully and without prejudice, the following entities as sovereign and independent States under international law:
(a) The Republic of Abkhazia
(b) The Republic of Artsakh (also known as Nagorno-Karabakh)
(c) The Pridnestrovian Moldavian Republic (also known as Transnistria or Pridnestrovie)
(d) The Republic of South Ossetia (also known as the State of Alania)
(e) The Republic of Somaliland
2. This recognition is granted in accordance with the declarative theory of statehood, acknowledging each entity’s established governmental authority, territorial administration, and demonstrated capacity to engage in relations with other States.
Article II: Diplomatic Standing
1. Each of the aforementioned States shall henceforth be regarded by the Principality of Kaharagia as a subject of international law, entitled to sovereign status in bilateral and multilateral contexts.
2. The Office of Foreign Affairs is hereby directed to initiate, as appropriate, diplomatic engagement and correspondence with the recognised States, including the pursuit of formal or informal channels of communication and cooperation.
Article III: Implementation
1. This decree shall enter into force immediately upon its promulgation.
2. All relevant governmental bodies and representatives of the Principality shall be guided by this decree in matters pertaining to international recognition, documentation, and foreign relations.
